FIFA publishes its Guide to the Protection of Minors.
Since 2001, the Regulations on the Status and Transfer of Players (RSTP) have generally prohibited the international transfer of minors. A player under 18 may only be transferred internationally if one of FIFA’s six limited exceptions applies.
The publication of this guide was prompted by the recent codification of new exceptions, the high number and increasing complexity of cases received, and the need to provide ever greater legal certainty for football stakeholders.
